Interesting layout here Tom.. I think the Bham ID should be tucked-away at the bottom though and not in the middle of the page. Like the buttons though with the imagery etc on them - colourful.. the top title should be tidied up more too - Surely it should read "Welcome to Bockleton Hall" to clarify? Quite like the bottom left decoration but wonder if it's too big at this mo' - poss needs to be reduced some more so that it doesn't constrain content space too much. Most others provided both the required home -and- inner samples - why didn't you?
The logo/design feature bottom left is very large and a little distracting and may take up valuable content space. Agree with Andy the Birmingham City Council logo is a horizontal banner that should be tucked away in the footer area. Colour scheme works fine, maybe the main title could be incorporated into the 3 image pic to give it a more uniform grid layout :)
I like the idea, but I think that at the moment this layout is far too cluttered. Perhaps, as previously stated, shrinking the bottom left image, and creating a footer to store excess important items. Also will the colourful buttons be on every page? If so I think it will detract from information at its current location / size. Perhaps try moving them further over to the left..
